Hankel matrix
h = hankel(c [, r])
real or complex scalar or vector
real or complex scalar or vector. Default value: zeros(c)
real or complex matrix
h = hankel(c [, r]) returns a matrix with constant anti-diagonals where c is its first column and r
is its last row.
Be careful, if the last element of c does not match with the first element of r, hankel will use
the last element of c to ensure that anti-diagonals are constant.
